Ho Chi Minh was the leader of the Vietnamese revolution against France.
"We carry out the revolution with a view of transforming the world and society. To transform the world and society, we must first and foremost transform ourselves."
A revolution, much like a government, is not a living entity that creates ideas by itself. A revolution, and a government, are a collection of people who turn their ideas into action through a group effort.

Revolutions
Aldous Huxley is best known for his book, Brave New World.
"The reformer must attack simultaneously on all the fronts, from the metaphysical to the economic; if he does not; he cannot hope to achieve more than a partial success."
If we simply pass laws that are expedient at the time and don't consider the ethical and moral reasons why we pass those laws then future generations will change the laws when it becomes expedient to them.
